SR Wastegate trouble?

I have a s13 sr20det redtop and for some reason if I leave the wastegate actuator open, I'm only boosting 10 psi. Even with a manual boost controller on there and open all the way, I'm still getting 8-10 psi. I'm thinking its my wastegate crapping out on me. Is this true or is it something else. Thanks in advance.

Pull off the 02 housing and pressurize the wastegate signal line, you should see the wastegate opening.
