SR stuttering in low RPMs

Ok here is the deal i just bought a 90 240 with a Redtop SR20 in it the car needs some work cough... like the interior and body...cough but the engine was worth it. the car pulls really hard but it is running rich and at 2600 rpms at about 30% throttle with possitive boost the car will stutter and lurch rythmecly (sorry for spelling) but if i get on the throttle it will pull out of it but i have to get to about 50% throttle or so (usually i will just floor it) my thought was it was a boost leak coming from the nock off greddy BOV since the kid i bought car from said that it got stuck open when the were tuning the Apexi Neo (which might also be the problem but talk about that later) but they said the fixed that. the mods include the redtop SR, 300ZX ignitor, hks turbo actuator, stock t25, short throw shifter, auto to manual swap, SAFC neo, 3"exhaust to a 4.5" outlet a 255 fuel pump, turbo timer, boost controler, 17" rims not on but i got them. I hope someone can help me with this it is really bothering me. One of my other friends said it might be the Spark plugs which i have not gotten to take a look at yet. Also i was wondering if anyone had some good settings for the Neo. Thank you very much
