SR hesitates

The engine is an S14 SR20DE. If I drive the car at 50% throttle or under it is fine and pulls hard, but as soon as I get into it, it loses power. It has done this ever since I've had the engine. I've recently replaced the spark plugs, wires, set the timing, cleaned the maf, checked the tps. And it still has this problem. Does anyone have any ideas on what it could be?
