sr emissions and NO levels and making them pass

i just had to wonder how you all do with emissions in your state/county.

my last s13 with a redtop sr20det failed with a number of 2500 (limit of 1250 in cuyahoga county in ohio). after some research i found out high NO levels are caused by high exhaust gas temperatures, so i hooked up an safc and dumped it rich +30% to cool down the temps. it worked... i pass by about 8 points :ylsuper

but my friend's last one took it and passed... all stock, and he just bought another one and it passed by about 6 points, all stock (as in no safc to dump rich with)

i have to go again and just wondered what all of your comments were about this. the cat im using is a hi flow catco cat with only one honeycomb in it --- but my friend (skribble) passed with it all stock... maybe it would pass better with a newer cat? i passed everything else with flying colors, with the exception of NO.

any suggestions? what are your readings? how do you pass (without tipping off the emissions guy?)?
