Im a bit clueless about spring rates can someone explain them to me for example 9/7 vs 7/5.

9/7 means... 9 kgf/mm front spring rate, 7 kgf/mm rear spring rate.

so the higher the number the stiffer the springs are?

Yes

1 kgf/mm = 1 kg of force to depress the spring 1mm
