speedometer wont work

I took my gauge apart to switch out the tach after my sohc to dohc motor swap and now my speedometer doesnt work. It gets stuck at 25mph and wont move, some times it raises and sometimes drops after the car is shut off. i have tried taking it apart again several times and still no change. any ideas?

Broken internally. Swap with whole cluster from dohc?
