I removed my cluster and had the speedometer repaired. I went to reassemble and the fuel gauge is now way off. Any ideas how to repair? I don't think it was manually moved there but moved there on its own.

If it doesn't move at all then it's probably an air core movement that's rolled past the top, once it got past 0 degrees gravity kept it from falling back toward E. Pull the cluster and tip it so the needle can flop back.

The cluster is not fully re-installed yet--clear cover not locked back on. When trying to move the needle by hand there is resistance--enough that I didn't want to force it. It won't move clockwise or counter clockwise.

If it's a stepper movement then they probably just put the needle back in the wrong place. Those needles just pop loose and push back on. If you disconnect the sender it will go to the full empty position and you can reset it in the right spot.
