Speedometer not working I searched

A little history of the vehicle. its a 1993 SE Automatic, the Stock motor had Rod Knock. before we replaced the motor the speedometer was working just fine. So I replaced the motor with a 1993 stock KA24de and did a manual transmission swap. After the swap everything was fine except the speedometer

I've searched and everyone said check the speed sensor and I have I even changed it out with one that works but the MPH on my cluster still doesn't work, I check all the bolts that hold the speed sensor in and its tight.

So I've searched again and people said it might be the cluster itself. so I swapped out another cluster from a 1991 that was working before but when I install it in my car the MPH on the cluster still didn't work..
