speedo problems.. help please?

i just bought my car (89 240sx) and the guy i got it from said he replaced the wiring cluster and the sensor looks new... not sure though. the speedo jumps all around from 0 - off the chart or it will stick at 43mph. any tips would be helpful! thanks!
