speedo cluster help

i have a speedo cluster to replace the one that isn't working. the only problem is that i cant get the panel off that holds all the switches and covers the gauge cluster. i undid all the switches, removed all the bolts and took off the cover for the steering column and tilted it down but it still wouldn't come off. if i forced it i was sure i would break it. anyone out that can help me? pics would be great

you have to get under your steering wheel and remove the two bolts to drop the steering shaft i think there 13 mm
