1. That depends on several circumstances, including how many points you have not including these tickets, the state you live in, (the # of points before losing your license can vary), the mood of the judge at your hearing, your behavior, if the cop is inclined to offer you a plea deal, etc.
2. Also depends on the state, who issued the ticket (state police vs local). Some municipalities are slow to report. If it was a state trooper, odds are they'll see it.
3. On what to say? not much. Be polite, dress nicely, be remorseful (not for getting caught), but be sincere that you acted irresponsibly. Don't say something dumb like other cars were going as fast. Driving is a privilege and you drove like it's was a "right". Keep that in mind.
You might as well bring the certificate along, but if that 2nd ticket made it's way into the state records, it won't be worth much as your 2nd ticket will prove you learned nothing. If you're lucky the cop/judge might take pity on you and give you the break, but they're under no obligation to do so.
My advice is to:
1. contact a lawyer who specializes in this kinda stuff to better advise you of your options.
