Speed Sensor Readings

Self Diagnostic for ABS and is throwing out codes 21, 31, 25 in that order which are open circuits for Front Left, Rear Left, Front Right sensors. As per the service manual I have followed the steps, and testing resistance from the pins on the ABS actuator and electrical unit show high resistance values for all sensors, no reading at all for front right.

I disconnected the speed sensors and tested them individually - the rear ones are fine, the Front Left is fluctuating so definitely gone and the Front Right is reading higher resistance. Tried to remove the front left sensor to check cleanliness and I ended up snapping it off, so half is still inside the steering knuckle - will have to remove the hub and hammer it out.

Does the self diag prioritise malfunction codes? There is a code for faulty actuator, solenoids etc but as I can only see three codes they are always wheel speed sensors. Will probably replace the front two sensors and see if it clears up the ABS light, as they are for sure broken. If it doesn't work I guess the next step is to replace the actuator and electrical unit, but unsure as the codes are only for speed sensors?
