Speed sensor problem?? What can it cause

my speed sensor on hud 89 coupe is really flaky and for some reason my ecu will kick the engine down at 3rd gear about 5500 rpm and same in fourth. but first and second gear are strong. can this all be caused by the speed sensor sending to the ecu. Any info will help.
