Speed sensor output

Thanks guys for the help lately. Im getting 4.1 volts on speedometer speed sensor harness output with nothing connected. I followed everything from connector main harness 69 , 96 model to I'm supposing 4 connections plus I splice. Ascd, ecu, trans module, power steering control unit. I did not terra dash out to get to actual m69 connector. does anyone know of another output or module for the speed sensor I could have a short on thanks
