As usual, check the connections first and find other s14 cluster, swap it and see.

if the vehicle speed sensor (vss) works just like the ka24de sensor then its a a/c voltage generator which means it produeses its own a/c voltage you should be able to plull out the vss and read ac voltage from the terminals while spinning the sensor. i cant remember the exact values . but the sensor is converted from an ac signal to a digital signal at the speedometer cluster then sent to the ecu. if you have a way to check data from th ecu you can see if its registering speed then the problem would be with the speedometer gauge. you can also check the voltage from the vss at the back of the gauge cluster if you have access to the schematics. if the vss is producing voltage ( you might have to spin it with a drill to make it read a high voltage , i think max voltage is about 5 volt .5 volts spinning by hand (( i think)) ) but the voltage isnt making it to the cluster then the wiring between the sensor and the cluster is bad , ohm both wires from the cluster to the sensor . or if everthing checks out ok then your gauge is probably bad.

The brown connector just above your ecu controls all of your gauges and may be to blame-I've had it happen it to of mine and it happened to a friend. To check simply use a multimeter to test continuity through the connection (you may have to remove your glove box). If you don't won't to replace it with another (possibly also broken) connector then what I have done is just hardwire over it.
