speed sensor/gauge problem

my speedometer doesn't work, but my odometer does (most of the time). when it does work, the needle bounces around a bunch. is it my speed sensor or my gauge cluster? any help is appreciated

check out the back of the cluster. it could be loose at the plugs that go into the cluster.
