Speed limiter on 75, 85, and random!!!!WTF?

Ok, i have a s13 blacktop sr20det. The engine runs very well except that somtimes the car will get fuel cut off(feel like wut a speed limiter does) at 75mph, somtimes 85... but not always. Wut can cause a car to lose power all of a sudden for only a breif moment? does anyone else' s car do that too?
