spec-v accelarating problems

can anyone tell me whats wrong? when i get on the gas pedal it pulls until i get to 3500 rpm and lacks power and won't go further than 3500. but its just fine when im in neutral and rev it

What year Spec V, how many miles on the engine and any modifications?
