I have a 1996 200SX and I have this whining noise coming from the engine. When I increase the RPM's the sound also increases with intensity. When I turn on the AC it changes the tone, but the sound is still there with the same effects. Another sound comes from my right tire somewhere. It sounds almost like a rubbing, but it isn't a rubbing. I was thinking that the first sound from the engine was possibly the power steering pump and the secong noise I have no clue about, but was thinking maybe it was either the spindle or the suspension. Can someone please help me this is really annoying and it draws a lot of attention to my car.

that is definatley a p/s idler or a/c idler and the wheel noise is either worn out edges on tires or wheel bearing see if it gets rougher or louder turning to the opposite direction of where the noise is coming from.
