It's a complicated issue, really.
SOME R32's are legal, i.e. all the cars brought over by Motorex. They didn't properly legalize them, but DOT has allowed the already-legalized ones to be grandfathered in.
Now, ONLY R32's that went through Motorex are 50-state legal. If anyone else brought one in and managed to get it registered in some state somewhere, it's still not a federally legal car, even if they have legit plates. DOT could still seize and crush the car.
Honestly though, in some states, especially Florida, you can drive it all day and no one will care.
