Someone help me please :-/

Hello everyone.I was driving my 98 240sx SE 5spd back home from class. All of a sudden I heard this 'whistling'/'swoosh' noise from my car. Then, I pulled up behind this car and I noticed that my headlights were flickering slightly on/off if you will. Also, when I start the car, it is slow, but I know its not that battery. Could all these problems be connected? What is the problem???Please help me someone

Would the alternator be the only possibility? My friend had a very similiar issue, he bought a new alternator and still the problem existed. He then found out it was his Voltage Regulator. Would this apply at all? My car does run fine, no warning lights show up.
