some more 02 spec v problems

so i just bought a 02 spec v, car wont start. figured it was just the cam and crank sensors like alot of this cars need. i get it home and replace both sensors and still nothing. after some wire check, i find that im not getting spark to only cylinders 1 and 2 for some reason. whats everyone think about that. i searched on and and couldnt find anything about this yet. im pretty sure the ecu is shot id just like a couple opinions

i check both fuses and the ecu relay. fuses are all good, with the relay removed from the connector 3 pins on the ecu relay have battery voltage (1,3, and 6) and one has 1 volt ( 5) also check continuity from pin 5 to the ecu pin 109 and 111. no problem found in the wires. also checked grounds no problems found there either. is that 1 volt on pin 5 my problem?
