some miscillaneous problems

i just baught a 1990 240 sx with a ca18det engine sr t25 turbo greddy intercooler bov and emanage system. i know i could do a search and find prolly all this but ive been searching so much just to figure out what is actually under my hood and how it should run. and right now i have noticed that, when i step on the gas at a low idle it a lot of the times bogs down really bad before the boost kicks it, would that be turbo lag or something to do with the buterfly thingy or something else, also i have my boost set to 13 psi on my emange boost controller, when my car hits about 12.5-.8 its starts sputtering likes its junna die, would it be that it cant take any more boost or what, and one more thing my clutch is supposable a stage 3, and it drives like a stage 3 but when i start hittin high rpms in 1st gear it seemes like it starts slipping or pops out of gear or when i get to about 5 grand in 2nd it wont shift into 3rd it seems like it goes in gear but it wont catch it seems like any help would be greatly apreciated by anyone thank you
