Fresh paint usually means the vehicle has been repaired from an accident. If the vehicle has been wrecked the frame could be twisted. If this is the case, aftermarket bolt on parts may not fit properly and weight distribution across the four wheels could be off enough to cause unpredictable steering characteristics. Check for rusted out rocker panels and frame rails. A rusted out hole in a floor board fails inspection in Va. Open the oil fill cap and look in at the valve train. Even if you're going to be swapping the motor the seller doesn't know that and you can use sludge and or varnish as a bargaining chip to reduce the price. Look for varnish on the dip stick. That would also indicate lack of oil changes. What do have in mind for the car? If you wanna buy it to just have a 240sx daily driver you should dig deep into the car and go on a decent road test. If you just want a clean shell to start a project, you should focus on body fit and finish and rust. Good luck
