SOHC TDC question

Just have a quick question, I'm rebuilding my sohc and when the crank is turned to TDC (the second or third mark) and the cam sprocket is lined up with the mark on the head, my intake valves for cylinder #3 and my exhaust valve for cylinder #2 are open like 2mm. All other valves are closed, is it supposed to be that way? Or are all the valves supposed to be closed? Just wanted to know this part before i started the rest of the tear down.

If you are going to remove the head, it does not make too much of a difference.A complete disassembly is going to require you to reset the timing marks for re-assembly. THAT'S when it's important to get them right.
