I got no CEL when I ran my 98 with an E-Manage.
One issue the OP should consider is that if the inspection requires the OBD2 scanner to be plugged in, and he uses an OBD1 ECU, the scanner will error. So it may not pass the inspection. IIRC, all vehicles in the states were required to have OBD2 from model year 1996 and newer. There may not be any way around this.
I've been thinking about this a lot lately and from what I can find there is absolutely no off the shelf product that will give the needed output through an OBDII port if your state requires it for 96 and newer vehicles. The OBDII code cannot be that advanced, but from what I hear the fines involved have kept anyone from developing a product that outright fools the scan tool. I don't know enough about computers in general to say that a hack isn't possible, but if anyone has made it work in the past they are keeping it a secret.
Living in CT, and having to wait another 6 years until my 97 is emissions exempt with a minimum of 3 emissions inspections required before I can register the car leaves me with 2 options:
1 - every 2 years spend a day or 2 swapping in the stock equipment to pass
2 - getting a waiver.
The waiver is only granted in CT after you spend greater than or equal to $680 on "qualified emissions related repairs from an authorized emissions repair facility"
Both options sound pretty awful, but I am leaning towards just eating the cost every 2 years.
