Again, I think most people, especially conservatives, would rather see Rahm as CoS than as Speaker of the House.
He *assuredly* would've been speaker someday, probably sooner than later, and I for one wouldn't want him there.
Contrarily, he'll be a good CoS.
He actually holds very moderate policy views, to the right even of Bill Clinton and certainly to the right of Obama.
He ardently supported NAFTA, he voted to make the PATRIOT act permanent, supported free-trade agreements with Singapore and Chile, introduced the "Wounded Warriors Act", and is generally regarded as a "Third Way" centrist. He has no problem with either bucking Democratic Party beliefs or with standing up to Republicans. He will also stand up to the President.
Yes, he's a scrapper and yes he's very unscrupulous, but at least the agenda that he's pushing is fairly unoffensive.
I'm glad to see that Obama picked someone to the right of himself to serve as CoS. Would you rather have had, say, Chuck Schumer?
And besides, this will keep Rahm out of the Speaker's seat, which is a job I don't think he would've been very good at anyway.
