Would a snorkel provide colder air because it's away from the hot road?

Obviously , the closer it's placed to be scooping up relatively colder air - your NOW getting 'colder air' .

So is it better to get a snorkel rather than a cold air intake, for performance, not just keeping it out of water?

Its a little more complicated than that. A snorkel is usually a bit more restrictive than a normal cold air intake.

Agreed ^ Your planned application is also important. For example, If you're looking for improved street performance, I suggest a traditional cold air intake. But if you're planning serious off roading, that includes stream crossings/flooded trails or dusty trails, a snorkel makes more sense due to it's higher mounted opening. Not because of being away from a hot road, but a combination of lessening dust/debris that extends the life of your air filter, and slightly reducing the risk of water damage plowing thru water.
