My friend has a 97 S14 swapped with a Ka24de engine, he's having trouble passing smog due to tampering (mainly OBD I think) . The emissions are perfectly fine but it fails due to the check engine light. The code he keeps getting back is "P1447 EVAP Purge Flow Monitor". He ran a professional diagnostic and the part that came up to replace was the EVAP canister, he bought it new and replaced it and the check engine light went out for a while but it eventually came back on. Has anybody came across this? Were on a time schedule and are running out of options at this point, anything would be helpful to solving this issue!

Anything 1996 and newer is OBDII so what do you mean by tampering with OBDI?

Now remember that EVAP is all Vacuum, so you might have a leak somewhere down the line, and could be anywhere in that EVAP system. You can try to smoke test the lines to see if you find that leak(that is if you have a vacuum leak). That would be the easiest way to find out if you have a leak rather than a faulty sensor/part.

I wasn't specific on that part. It is the OBDII. And in the test results from the smog he has done, the only thing that is wrong according to the computer is "tampering with OBD system"
