The cat has to be really hot to work well. Was the car fully warmed up? If so, then the results say either the cat is bad, or you're running too rich. HC is unburned fuel. CO means that there's too much fuel (not enough O2). Could be a bad O2 sensor or simply an injector leak.

I'm guessing you live in CA, with those required numbers. Your EGR valve might be screwing up, or the cat might be bad.

Did it test NOx? If your NOx is high, that's almost a guarantee that your EGR is screwy.

There is also something you could put in your gas tank to help you pass smog. I purchased mine from Pep boys or kragen (one of those). You are suppose to put it into a full tank of gas, drive it around and at 1/4 tank drive the car (fully warned up) to the smog and get it checked out. My 240sx did not have a problem passing (very low emissions) but I put in a bottle just in case (cheap insurance). The bottle was located with all the other fuel injector cleaners and those sorts of chemicals.
