Smog test fail...need inputs please

Man...my 240 failed the new Nazi Harris County [Houston, TX] Emissions testing for High HC and NOx at the low speed 15 mph test....they do it in Second Gear on a dyno....the high speed test passed [25 mph in 3rd gear]......

I told the guy..."Who the hell drives at 15 MPH in SECOND or 25 MPH in 3rd!?!?!?!??!! WTF?" :angryfire

My readings.....on Low Speed Test....

HC [PPM] standard is 136, mine was 157NOx [PPM] standard is 1045, Mine was 2317CO2 % Standard 0.76, Mine was 0.56 [PASSED]

I have a '91 S-13 hatch with a '95 KA24DE. Intake, exhaust, TB coolant delete, JWT ECU, Z32 fuel pump...that is about it.I changed the '95 engine Harness to run on the '91 computer when I installed it in March of 2000. Never had a problem before now....

I removed the AIV because the '95 engine doesn't have the vacuum hook ups for it....the rest of the smog controls are installed and seem to be working properly..

The Cat is on it....and has 209,000 miles on it.

I used Sea Foam on the engine last night, hlaf a bottle in the gas tank, half the bottle in the Brake Booster Vacuum linehould I try the alcohol trick?

Should I try the alcohol in the gas tank trick?

Anybody got a good price for a High Flow cat?

Any Suggestions?
