Well I thought some of you may be interested to know..

I took my car in to get smogged today after removing the SCV completely (rail and everything) and the numbers indicated that on the driving test my car was well below the average passing reading for a 240sx but on the idle test the HC went from avg of 28 to 43 PPM and the CO went from .04 to .31%. Now I also have removed the AIV (PAIR valve) and had timing at about 18 degrees.

So it is possible to pass the idle test emissions without the SCV on a S13 DOHC with stock ignition and the driving test (3000rpm 2nd gear) is not affected by the SCV at all.
