Smog nightmare

So, I just bought my 240 about a weeck ago, the car is completly stock axcept for some rims. I take it to the smog place and the guy come to me after testing my car and tells me that my car's gauge cluster is missing the check engine light????? My car is a 90' s13 from California and I'm just wondering if the 90's 240's from california come with the check engine light?? The mechanic said that the guy that I bought it from probably change the cluster on it. I looked at the cluster and no light, there's two light that don't light up and have no symbol on it. Let me know what you guys think.....and yes I am knew to the 240 world. Any info is appreciated.

All 240's i've ever seen have the check engine light. But one thing i noticed on the gauge cluster I got with my sr20det clip was it didn't have a check engine light and the ecu didn't have a wire for it either. So its possible that somebody put a gauge cluster out of a JDM sylvia or 180sx into the car and just swapped in the speedometer reading miles. This is a possibility only if there isn't even a symbol of an engine on the cluster. If there is one somebody just might have taken the light itself out. If thats not the case, I've seen stock gauge clusters around, so you can do some looking and buy one and just put it in, since the wire is already running there you should be able to just take one out and put another in.
