Smog check with aftermarket filter?

In march, I had a random smog check survey of my car and they saw that my car had some hydrocarbon count of 108 and 118 (1500 and 2500 respectively). The guy that sold it to me yanked it out and replaced it with a cone type filter with the attachment that goes to the stock filter hanging in the engine bay. Is there any way to get it reduced under the required 90 without buying the whole stock assembly? There is also a hose that is disconnected which I assume goes to the filter.

I would try reconnecting that hose as it probably has something to do with the EVAP system.

its probably that tube, evap, egr, whatever it is. by the way, if you haven't recalibrated your MAF for the cone filter, and the fact that the evap isn't attached, you've actually lost power, so you may get a few horses, and pass smog by buying the stock intake box and assembly. ( I'm a big fan on pick-n-pull!)
