Small velcro access panel under passenger side front of car

Can anyone tell me what the small velcro access panel under passenger side front of car, with a clear tube inside, is for?

Hard to tell where that is from the pic. I remember something about a coolant overflow drain near the front of the car, but I couldn't tell you based on that pic.

Correct, that should go to the draincock on the radiator.
