small fan starting up at idle

I noticed about 2 months ago that the small fan (i think is electric), the one if front of the main fan, is starting up after the car sits at idle for about 20seconds. I've had the car since '97 and its never done this before. Anyone know whats causing it? Also, 2 days ago I replaced the factory converter with a high flow direct-fit bolt on converter because i had a propane smell..mechanic told me that since I had topped off that the converter might be bad..so i replaced it and the smell is still there, though not quite as strong. Also, don't know if it matters but the muffler is rusted out on the driver's side.

You might want to check the engine for a possible overheating problem. This fan comes on at low speed with a/c on and high speed with temp above 212 deg. If the a/c is off the fan comes on low speed at 203 deg. The problem maybe that you are running alittle hotter than normal or you have a coolant circulation problem, parcely clogged rad. or a water pump. Check for any coolant leaks.
