Yeah, you can clean out the egr by dunking the lower part (not the saucer section) in some carb or brake cleaner for a little bit and then stabbing into the hole with a screw driver to get all the carbon buildup out. I'd also give the metal lines a thorough cleaning as well.
Not sure how the emissions testing is in New Orleans, but in places like CA, an EGR is crucial to passing smog tests. So if emissions are scrutinized, put back on your EGR and all that jazz after you clean it. If not, I'd probably just pull the egr system from the engine to make the engine simpler to troubleshoot later on when idle roughness hits you (and it will with an old engine).
