So it's internaly timed but I cannot get the timing light to time it right. I tried the FSM proceedure and a couple others with no luck.

The car runs and drives but is way too sluggish untill after 4K. Around 4500 it hits full boost.

What seems to be the most common problem when it's not boosting till way late like that. Stock setup BTW. I know the timing isn't spot on, but is there a different trick I don't know about? Or why is it not locking in and letting me get to 15*? It's probably 10* off or more right now...

I know I can bring it to a shop but I'm broke. lol! Every coupler is super tight. No vaccum leaks....

Ok, someone at least check my check list that I made. Am I missing anything to check for a sluggish running motor? I'm mainly having trouble getting the timing to 15*, Could that be due to a bad knock sensor or wiring to it?

In my experience, a good timing light aids in setting the timing. You'll notice that it'll jump around, but be patient and set it, per FSM.
