sluggish pick up, 3rd gear hangs

Is there anyone taht could help me????recently my '93 j30 wasparked outside and it was raning heavily and water got to my eccr relay, as well as the ignition coil relays. Don't ask how... The car will start but it is burning a lot of fuel. I get about 200 to a whole tank avg 10/g at highway speed. Sluggish start, and also the rpm hang at 3000 when switching gears at moderate intake opening.I replaced the relays, everything worked fine, for about 100 miles, and than it came back to the same performance.Everytime I disconnect battery and flush ECM it works fine for about 100miles when it is in self learning mode, than it goes back to same perfromnaces.I run self diagnostics Mode I and mode II nothing wrong code 55 system OK. I went to a mechanic had injectors cleaned, MAS cleaned, still no change.
