I'm looking to purchase one of the SL models with AWD and the 360 package. I'm told by a couple of dealers here in Western Mass that these vehicles (SLs with the 360 package) will be hitting dealerships in July. The MSRP for one of these is $35,800 (includes destination charge). I have 4 Nissan dealerships within 15 miles of my home. I'd prefer to offer a price and if they don't take it, go on to the next dealership. I'm not looking to play one off the other.

Is $31,000 too low, given that the 360 package is about $2000-2500 less than an SL with the same options priced individually?

I would say it is not too low at all. I read that the 360 package does not include the nav, right? I am in San Antonio, and dealers here were trying hard to get rid of their inventories. I got a FWD SL with Leather, Premium, Tech, Nav, Dual Moonroof, and splash gaurds for $31,700. So talk 'em down. There are definitely dealerships trying to move the vehicles. At least last month, Nissan was giving an additional $1500 rebate to dealers. So play hardball, and you will get your car for less than you think.
