Silly brake question, about the "tab" thingy on inner pad

Okay, I am looking at the FSM for the correct placement of the rear pads, and it shows the little tab thing that hangs off the inner pad as being down and hidden by the caliper for my car.

Does the tab HAVE TO be down, or can it be up?

Examining the caliper itself seems to show that both the upper and lower part are exactly the same on the pad bracket, so it makes me confused...

IS there some kind of device that uses this silly tab for something or is it just a removal device?

Anyway, I'm out of ideas here, so go ahead and throw in your .02 if you would please, thanks guys!

It's a wear indicator. It won't function correctly if it's installed incorrectly.

What, the pad won't function correctly or the wear indicator won't?

I could care less about the wear indicator...

Not to be rude, but why would you even consider installing your brake pads incorrectly?
