Siezed Turbo questions???

What causes turbo's to sieze and can a rebuild kit remedy the situations? Whats the difference between Ball Bearing, floating and standard turbo's when it comes to rebuilding them.. Can siezed turbo's be fixed?

Just some general questions.

ive always heard that a rebuilt turbo isnt worth the money, no oil in the turbo makes it seize, and i know a ball bearing turbo is gonna spool faster compared to the standard, but i dont remember about floating, read about em toooo long ago.
