siezed brakes??!!

k guys, quick question. A friend of mine is looking to sell his 99 Eclipse RS and pick up a nearby GSX, however the car has 'seized brakes'. I know what seized means, and i konw what brakes are, but imagining that hte brakes are stuck on 'full stop' i dont understnad how one would fix this, any advice appreciated, thanks

ground the caliper into the rotor maybe? That can happen if you chew through the brakes, or overheat the hell out of them.

I could see the pistons getting stuck. Probly have to rebuild the caliper.
