Are you referring to the body frame? If so, the frame is integrated into a large part of the car. The only cars that really still use an actual frame(body over frame) are trucks and perhaps some SUV's. Most other cars use a unibody frame. And what sideskirt? Nissan did not offer a sideskirt on the S13's in the US. If you are referring to the rocker panels(the portion under the door), then it is not something easliy removed. It is part of the car.

You can cut it out... it's a peice of steel. If you have damage to it then depending on the damage you may need to do the following:

Slight Impact- Pull it out - Light amount of filler (aka bondo) - Repaint

Moderate Impact (the door got a little bit as well and still opens) - Pull it out- Light amount of filler- Repaint

Heavy Impact - Get used panel - Cut old panel out- Weld new panel in- Refinish - Repaint

You may need to have the unibody pulled if it was pretty hard. Then again an impact like that... I'd just look towards another S13.

Those are fairly cheap alternatives... the problem with the repainting is they will want to blend the doors and any other section that's adjacent to the panel to make it look uniform, but if you're hurting for cash. I'd just get them to paint that small section, it more than likely won't match 100% but it'll look better than a smashed 240.
