I would concur with the vacuum issue diagnosis. Sounds like a typical vacuum leak or potential IACV problem, which would cause the same. Other possible issue is power. Once the RPMs drop, and the alternator slows down significantly, your car may not be adjusting right away from whatever power pull you are making.
