Should the power steering fluid bubble?????

I am looking at buying a 98 240sx and on the right (driver) side in the engine, in the far right end, in the middle there seems to be the 'power steering fluid' and it bubbles..... is that normal for these cars and is that even the power steering fluid????

when power steering fluid bubbles it means that there is air in the system causing air to chrun in with the fluid. here is how to fix it if i remember correctly. you may want to jack the front end up as to make the wheel easier to turn. take the cap off of the reservior and with the engine off but ignition on as to make the wheel able to rotate, turn the wheel lock to lock several times, checking the fluid level keeping it full. this will allow the air to escape and not get churned up because the motor isnt running. then start the engine and turn it lock to lock several more times. the fluid should eventually clear up to a brown ish color with no air bubbles.
