If I put my hand on the T/C 4wd lever during driving, is it normal to feel a slight vibration?

Its a 99 btw. (not a 99.5)

Yes. Remember, it is still connected to moving parts that are receiving engine power. There will always be some sort of vibration while in motion. The vibrations should minimize at a stop, but won't completely dissapear.

I'm not sure.. I haven't had my hand on the lever while starting it.

Thanks for the reassurance folks!
