should i buy from this guy?

So i found this guy online thats selling some volk wheels for a pretty good price. But i am not sure if i should get them from him cuz he told me hes from london and he has a warehouse in vancouver. I asked him how i can feel confident buying from him and he sent me the following email...

"With shipping included the price for this package at your door is$2080.And how do you like to pay?What I can do is to get our transaction under protectionof eBay, so you can feel secure about it. Regardless theway you pay me, you will be insured for the entire valueof the purchase. In case you don't get what you are payingfor, you get a full refund.

I will be happy to ask them verify it and confirm to both of us.I have deposited $10,000 as purchase protection for my customers.

They will give us a transaction number. Please keep it safe.If anything goes wrong, you send them the payment proof andthe transaction number in order to get your money back. Atthat time, they will ask me for to prove that you received theitem(s) and signed for it. If I cannot provide them this,your payment will be refunded.

This verification will cost me $25.

As unscientific as it sounds, what does your "gut" tell you? It seems that your first impressions/first feelings are usually right. There are a lot of scammers out there and that's a bunch of money, be careful!
