Should I buy a intercooler core instead of complete intercooler?

I have seen a company selling intercooler cores. Why would someone buy one of these instead of complete intercooler and how would I use one with a s13 engine in a 91 240sx.

you need to do a bit of reading on turbocharging and intercooling. Anyway, the jist of it all, is that if you buy a core, you have to build the end-tanks. As to wether you can use it on your s13 engine well that depends. What engine are you referring to?

The engine I am talking about is a s13 blacktop.

As Chingon says, the only difference will the endtanks. If you know how to weld, or can find a place that will weld the endtanks for you cheaper, then go that route. If you don't, go the complete intercooler root.

Mounting, piping, fmic, smic, everything else is the same/you face the same issues/prices/etc.

How? Well that depends on your exact question. To install one, if you already have a smic or fmic on your blacktop, then you simply replace it. If you don't have one yet, you need to run the piping, etc.
