As long as I build my internals (aiming for 350+ whp) do i need to build my head? My understanding is that building head is more for high revving (if the car is to be raced, not street) or if going all-motor.

help correct me if i'm wrong

Begin with the nose, which is the most important part.

Then, move on to the ears and eyes. Once those are in order, the eyebrows and mouth come together easily.

J/K. I wouldn't build the head for sub400 whp applications.

i'd probably REBUILD the head.. maybe not new valves, but valve stem seals and such.. maybe a set of cams.. and minor port and polish.. it will just allow you to hit the 350whp range a little easier.. maybe a little less boost?

^^^ Agreed. If the engine is already apart, give the stock head a nice refresh. You won't regret it.

Can someone give me a list of parts I should replace as I rebuild my head, say for a head with 100-130k mileage?

Also, suppose I want to "semi-build" the head, what should I prioritize?

My engine had about 60K-70K on it before I rebuilt my engine after a ring land let go. My engine builder was doing a 3 angle valve job and port and polish when he said I needed new exhaust valve guides. The intake side looked fine, just the exhaust side would need to be replaced. I would Def. look into replacing your valve guides since the head is already off.
